INSPIRED is policy-oriented, process-oriented, and results-oriented. By these three orientations, it uses the Human-Rights based approach within its implementation and seeks to mainstream it in partner countries' policy-making. Because participation is human rights, policy dialogue develops the culture of deliberation of communities and decision-makers.
The Human-Rights based approach is based on international standards and aims at operationalising rights in policies. In that sense, policies' beneficiaries (the citizens) are able to claim and realise their rights, while the duty-bearers (decision-makers) fulfil their obligations of facilitating rights fulfilment.

INSPIRED+, a milestone in participatory human rights' strengthening
INSPIRED+ has supported local actors in nine different countries in identifying, analysing and monitoring those domestic policies that hinder the full implementation of the UN and ILO conventions relevant to the EU’s Generalised Scheme of Preferences Plus (GSP+). All nine different locally-led policy dialogues of INSPIRED+ contribute to the nurturing of trust between all stakeholders, increase capacities of CSOs and social partners in monitoring and advocacy, and lead to the adoption of locally owned Roadmaps outlining an agenda towards the full implementation of the relevant UN and ILO conventions.
All categories of Human Rights' frameworks can be enhanced at the country-level with adapted policies. In Armenia, INSPIRED+ dealt with women labour rights'; in the Philippines, land rights and resources tenure.
One of the main challenges of Human Rights reforms is the identification of the barriers preventing rights fulfilment or access to rights in some cases. As it demands a collective effort to assess what are citizens' perceptions of scorned rights, INSPIRED engages stakeholders into a common understanding of the stakes and solutions needed to remove these barriers.
