The INSPIRED approach is built on the assumption that policy reform is a collective endeavor and that its chances of success depend on the involvement of key actors along different moments in the process. While the Partner Government remains the ultimate responsible for public policies, other domestic stakeholders play a crucial role in their implementation and should also be engaged in the other stages of the policy cycle. This is where donors come in, as they can mobilise their incentives to ensure that policy reform is truly inclusive and participatory. To this end and for the sake of ownership, they should rely on a local dialogue host with a sound reputation and the capacity to convene stakeholders from across the political spectrum and facilitate their deliberations making use of trust-building techniques.
