This website is addressed to implementers of the INSPIRED approach, i.e. those actors situated within or close to civil society that have a role in facilitating inclusive and participatory policy dialogue processes. It also offers important insights for development practitioners & EU representatives as well as government officials.
This INSPIRED approach provides implementers with practical clues on the needs and constraints of working on policy reform, as well as insight on how to make use of, or at least factor in, these donors’ political leverage and economic incentives, with the purpose of opening the doors of decision-making mechanisms to traditionally excluded groups. After all, what most international donors are looking for is an easy-to-follow approach allowing them to base their technical and financial support upon domestically-owned agendas for reform, which is what INSPIRED is all about.
However, as with any map, this guide can only provide its users with clues to orient themselves in their own political and policy landscapes, which differ widely from one policy area to another and from one country to the next. At the end of the day, it will be up to them to decide which direction to take, so we would be more than satisfied if the approach, the tools and practical examples presented in this website inspire them in their journeys on those uncharted roads that can only be made by walking.
